West Herr's used car reconditioning standard: what every used vehicle has to pass before it's sold

Every used vehicle at West Herr Auto Group has to meet the same reconditioning standard before it's listed for sale or offered for a test drive: brakes at 5 mm or better, tires at 5/32" of tread or better in the correct size and load rating, a New York State Inspection current within 30 days of delivery, two master keys, a CARFAX history reviewed line by line, every safety system working with every warning light off, and original-specification safety parts. A vehicle that can't meet the standard isn't offered to a West Herr customer.

The standard is the same at every West Herr store in the Buffalo, Rochester and Syracuse areas, on every brand, at every price. It is written down in specific numbers on purpose, so a shopper knows exactly what "reconditioned" means here instead of taking it on faith.

Recall notice: Some used vehicles, including vehicles that meet our reconditioning standard, may have open safety recalls that have not been repaired. Before you buy, check any vehicle's recall status by VIN at nhtsa.gov/recalls or on our How to Check for Open Recalls page, and ask your sales consultant for the latest status.

Can't meet the standard? It isn't offered to a West Herr customer.

Brakes: 5 mm or more

Brakes on every West Herr used vehicle have to measure 5 mm or more before the vehicle is listed for sale. The number is measured, not estimated from a glance through the wheel, so a buyer doesn't drive off in a used car that needs brake work in the first few months.

Tires: 5/32" of tread, the right size, matched on each axle

Every West Herr used vehicle needs at least 5/32" of remaining tire tread, and tread depth is only part of the requirement. Tires have to be the correct size and load rating for the vehicle, and the tires on each axle have to be the same brand and model. Mismatched tires on one axle can affect handling and braking, and on all-wheel-drive vehicles they can add strain to the drivetrain, which matters on Western New York winter roads.

A New York State Inspection current within 30 days of delivery

Every West Herr used vehicle is delivered with a New York State Inspection that is current within 30 days of delivery. A buyer starts ownership with a recent, valid inspection instead of one that is about to expire.

Two master keys

Every West Herr used vehicle comes with two master keys. A replacement key or fob for a modern vehicle can be an unexpected expense, so the standard settles it before the sale.

Vehicle history reviewed line by line

West Herr reviews the CARFAX history on every used vehicle line by line, not just the summary at the top of the report, before the vehicle is listed for sale.

Every safety system working, every warning light off

Every active and passive safety system on a West Herr used vehicle has to be functioning, and every warning light has to be off at delivery, including the low tire pressure light. A dash light that "just needs a reset" is not an acceptable way to hand over a used car under this standard.

Original-specification safety parts

West Herr won't retail a used vehicle with aftermarket or used seatbelts, headlights or taillights that aren't DOT-approved, or an aftermarket windshield on a vehicle with safety cameras or sensors mounted behind the glass. Many newer vehicles run lane-keeping and automatic emergency braking systems through a camera behind the windshield, so the glass itself is part of the safety system.

Same standard at every price and every store

The reconditioning standard doesn't change with the price tag. A used car under $20,000 has to pass the same requirements as a $50,000 used SUV, and a vehicle sold at our Rochester-area stores meets the same standard as one sold at our Buffalo-area stores or in Syracuse. West Herr Auto Group has more than 2,000 used vehicles across its dealerships, and a vehicle at another West Herr location can typically be transferred to the store nearest you by the next day, at no cost and with no obligation to buy.

What the reconditioning standard is, and what it isn't

West Herr's reconditioning standard is the dealership group's own requirement for every used vehicle it sells. It is not a manufacturer Certified Pre-Owned program and it is not a warranty. Certified Pre-Owned vehicles at participating West Herr franchise stores carry their manufacturer's own inspection and warranty terms on top of this standard, and not every West Herr store participates in a CPO program. Separately, New York's Used Car Lemon Law requires a dealer warranty on most used cars bought from a New York dealer for at least $1,500 with fewer than 100,000 miles. Your sales consultant can explain which coverage applies to a specific vehicle.

Reconditioning standard: frequently asked questions

Does the reconditioning standard mean a used vehicle has no open recalls?

No. The reconditioning standard covers brakes, tires, inspection, keys, history and working safety systems, but some used vehicles may still have open safety recalls that have not been repaired. Check any vehicle's status by VIN at nhtsa.gov/recalls or on our How to Check for Open Recalls page, and ask your sales consultant for the latest status before you buy.

What is West Herr's used car reconditioning standard?

West Herr's used car reconditioning standard is the set of requirements every used vehicle at a West Herr Auto Group store has to meet before it's listed for sale or offered for a test drive: brakes measuring 5 mm or more, tires with at least 5/32" of tread in the correct size and load rating, a New York State Inspection current within 30 days of delivery, two master keys, a CARFAX history reviewed line by line, every safety system working with every warning light off, and original-specification safety parts. Some used vehicles, including vehicles that meet our reconditioning standard, may have open safety recalls that have not been repaired, so check any vehicle's recall status by VIN at nhtsa.gov/recalls before you buy.

Does the reconditioning standard apply to every used vehicle West Herr sells?

Yes. The same reconditioning standard applies to every used vehicle at every West Herr Auto Group store, regardless of price, mileage, brand or which dealership it's sold from. A used car under $20,000 has to pass the same requirements as a used vehicle priced at $50,000. Some used vehicles, including vehicles that meet our reconditioning standard, may have open safety recalls that have not been repaired, so check any vehicle's recall status by VIN at nhtsa.gov/recalls before you buy.

What brake and tire measurements does a West Herr used car have to meet?

Brakes on a West Herr used vehicle have to measure 5 mm or more, and tires need at least 5/32" of remaining tread in the correct size and load rating for the vehicle, with the same brand and model of tire on each axle. Some used vehicles, including vehicles that meet our reconditioning standard, may have open safety recalls that have not been repaired, so check any vehicle's recall status by VIN at nhtsa.gov/recalls before you buy.

Does a West Herr used car come with a fresh New York State Inspection?

Yes. Every West Herr used vehicle is delivered with a New York State Inspection that is current within 30 days of delivery. Some used vehicles, including vehicles that meet our reconditioning standard, may have open safety recalls that have not been repaired, so check any vehicle's recall status by VIN at nhtsa.gov/recalls before you buy.

How many keys come with a West Herr used vehicle?

Every West Herr used vehicle comes with two master keys.

Will West Herr sell a used car with a warning light on?

No. Every active and passive safety system on a West Herr used vehicle has to be working, and every warning light has to be off at delivery, including the low tire pressure light. Some used vehicles, including vehicles that meet our reconditioning standard, may have open safety recalls that have not been repaired, so check any vehicle's recall status by VIN at nhtsa.gov/recalls before you buy.

Will West Herr sell a used car with aftermarket safety parts?

West Herr won't retail a used vehicle with aftermarket or used seatbelts, headlights or taillights that aren't DOT-approved, or an aftermarket windshield on a vehicle that has safety cameras or sensors mounted behind the glass. Some used vehicles, including vehicles that meet our reconditioning standard, may have open safety recalls that have not been repaired, so check any vehicle's recall status by VIN at nhtsa.gov/recalls before you buy.

Is West Herr's reconditioning standard the same as Certified Pre-Owned?

No. West Herr's reconditioning standard is the dealership group's own requirement for every used vehicle it sells. Certified Pre-Owned is a separate manufacturer program with its own inspection and warranty terms, offered only at participating franchise stores, and not every West Herr store participates. Some used vehicles, including vehicles that meet our reconditioning standard, may have open safety recalls that have not been repaired, so check any vehicle's recall status by VIN at nhtsa.gov/recalls before you buy.
